Scott, the son of James Richard and Sandra Jean Leonard Hess, was born on January 30, 1958, at Cedar Rapids, Iowa.

Scott spent his childhood in Cedar Rapids before moving with his family to Shawnee, in 1974. He attended Shawnee Mission Northwest High School and graduated in 1976. He then followed up his education at Fort Scott Community College. He was an athlete while in high school and after school he continued his love of sports and played with various men's softball leagues in Shawnee. During his time with the Johnson County Mental Health he was an Outreach Coordinator and traveled within the KC Metro area to speak at seminars about the stigmas in mental health. He was a positive outlet to patients that suffered with mental health diseases and took pride in his ability to help them. His co-workers/peers commonly referred to his demeanor as a "bright light" when he entered the room.
